Yes, some huge amount of Afrikaans lexicon is identical to Dutch. We do sometimes have the same word but different meanings for the same word however, For example: Moenie laf wees nie means don't be silly in Afrikaans, but don't be cowardly in Dutch! We do also have the laf = cowardly meaning, but only in compound words like lafaard en lafhartig.

Anyway, baar is a well-used morpheme in Afrikaans.

I think you can interpret baar as roughly meaning something like "the action of being able to [do the word it's attached to]"
